EU: Executive okays Montenegro as official candidate

Brussels, 9 Nov. (AKI) – The European Commission on Tuesday recommended Montenegro become an official candidate for European Union membership. That would put the tiny Balkan state in the same queue as Croatia, Macedonia, Turkey and Iceland.


In an enlargement strategy paper, the European Commission gave a significant boost to Montenegro's bid to join the EU, saying its reform efforts had qualified it for candidate status.

But for formal accession talks to open, the former Yugoslav republic "needs to intensify its efforts to consolidate rule of law, in particular in the fight against corruption and organised crime, which remain serious problems," the Commission said.

Croatia is on course to become the 28th EU member state. Talks are entering the final phase, the Commission says.

A dispute with Cyprus continues to delay Turkey's progress towards the EU, which it is not expected to join before 2015.

Montenegro's Balkan neighbours Albania, Bosnia-Hercegovina and Serbia are further behind it in the queue to join the EU.

But on Monday, the 27 EU governments agreed that citizens of Albania and Bosnia-Hercegovina would enjoy visa-free travel to most EU countries, possibly as soon as by mid-December.

1.Shqiptaret perbejne 6-8% te poppullsise te ketij shteti, ndrsa punsimi i shqiptarve ne institucionet malazese eshte diku nen 0.5 %. Ne proporcion me numrin, shqiptaret jane te diskriminuem ne baze nacionale, kur vjen punsimi ne institucionet malazeze.
2.Investimet qe sponsorohen nga pushteti ne infrastrukture, jan shume me te shpejt, me efikase dhe ma te shumta ne vendet ku shumica e poppullsise eshte malazeze.
3.Investimi ne media. Ky pushtet pa ndergjegjeje dhe pasoje, investon ne mediat malazeze, dhe kopletisht ka perjashtuar medien shqiptare. Shembull, TV Boin, ende nuk ka marr ndo nje ndihme nga minitria parketse malazeze.
4.Plan shkollore eshte diskriminues dhe degjeneruas per nxensit qe vijojn mesimin ne Gjuhen Shqipe. Mbi 90% te histories qe mesohet ne Gjuhen Shqipe, eshte histori slave dhe malazeze, dhe ska cka te bej me historin e poppullit shqiptare.
5.Privatizimi i komponive shterore ne Ulqin, diskriminime ne mundesit se kush mundet te jen pronar…. eshte e percaktuem nga qeveria malazeze.
6.Prodedura e hapjev te bisniseve te reja.Te analizohet ky fenomen, se procedura e busnismenve malazez eshte shum me i leht dhe i thjesht se i atyre bisnismeneve shqiptare.
7.Polica dhe patrolat jan shum me te prenishem ne viset ky shumica jane shqiptar, se ne ate vise ne Mal te Zi ku shumica e jane malazeze.
8.Krijimi i kushteve per zhvillimin e agrikultures, eshte shum me i favorizueme per bujqet malazeze se sa shqiptare.
9.Fleksibiliteti dhe mundesit e pushtetve lokale ne Ulqin dhe Tuz, jan shum me te kufizuar dhe te kontrolluar se sa pushtete lokale neper komunat ky shumica e popullsis eshte malazeze.
10.Korrapcioni i dyfisht. Njeri korropcion eshte per te gjith qytetaret qe jetojne ne Mal te Zi, e tjeri eshte e orkestuare vetem per shqipare, me qellim qe individe te korruptohen, dhe keshtu te uzurpohen te drejtat ton.

Keto jan disa sfida qe ne bellafaqehemi per dite, qe ne ketu, ju atje, dhe freemalesia duhet ti publikoj per opinionin vendas dhe nderkombetare. E sidomos kur te vendosin qe te postoj artikuj si ky. Shpresoje se freemalesia dhe diaspora ne pergjithesi do te vazhdoj te atakoj ketu pika qe shteti malazez i ka bastardhua me qellim qe te na asimilojne dhe kestu te na zhdukin fizikisht nga trojet tona stergjyshore.

Ky poistime ka dy pjes, 1 dhe 2
Pjesa e 1
Ky artikul qe eshte postua ne fremmalesia ka cirkulua neper medien lokale malazeze, te cilet shkrime dhe botime shkruen mbi progresin adekuat qe qeveria e Malit te Zi…. eshte edhe nje hap me afer Unionit Evropian. Kjo nuk eshte dicka e re per ne ketu qe jetojme nen Mal te Zi. Me duket, prej kendit ton ketu ne Malesi, se freemalesia, kur te botojne kesi lloj artikujsh duhet qe te bashkangjsin ehde nje “ But” dhe te spjegojne, ska cka eshte gabim me pushtetin malazese ne lidhje me te drejtat e minoriteteve, e sidomos te shqiptarve . Ky fenomen, i pa zgjedhur, se pari pritet nga ne qe jetojm ketu ne Mal te Zi, por gjithashte pritet edhe nga shoqatat dhe diaspora shqiptare. Freemalesia eshte nje prej atyre qe shkruan dhe publikon mbi shqiptaret me fokusim tek shqiptaren nen Mal te Zi. Nese freemalesia i permbahet misionit te saj, ateher freemalesia duhet qe te vej edhe komentet e saja ne lidhje me problemet dhe uzurpimet e te drejtave tona nacinale, nga ky shtet qe eshte ne prag te pranimit ne familjen Evropiane. Avancimi i ketij shteti drejt Evropes ashte plotesishte ne kundershtim dhe tregon neglegjence ndaj te drejtave ton qe na takojne me ligj te Malit te Zi, dhe eshte shume large standardeve qe Evropa i ka percaktua per shtetet qe synnojne antarsimin ne ket asociacion Evropian. Se pari, sa per sgjarim, eshte puna jone qe jetojme nen ket shtet, qe te bejme dicka ne ket drejtim. Per fat te keq, politcienet ton jan bashkangjit korrupcionit qe ekziston ne palcen e ketij pushteti, dhe malazezet , shperblejn individided ne dem te shumuces se popullsis shqiptare. Jetojn mire, me rroga, e privilegja qe qytetari i rendomte as qe mund te enderroj per dick ate till.

Sa I perket diaspores, organizatave shqiptare, NGOs, dhe freemalesia, une sygjeroje te mbesin besinik misioneve qe jane formua: te asistojne ne advancimin a statusit politke dhe economic te shqiptarve ne Mal te Zi. Dhe se shkrimet dhe aktivitet qe bejne duhet te shifet nje koralicion i perfillte me avancimin e ceshtjes son ne Mal te Zi.

Per shembull, mbas botimit te ketij artikulli, freemalesia eshte dashte te bej nje veshtrim te vet mbi gjendje tragjike te pozites son ne ket shtet qe synon te shkoj ne Evrop, me disa sfida qe ne menyre tragjike ky shtet i keqperdor:

The danger in Montenegro is that the majority uses its political power to control the government, and then ultimately take away the rights of the Albanian minority. This is why the Albanians in Montenegro must create an effective political mechanism to protect Albanian communities. Even though, these mechanisms are part of their constitutional, which should give minority groups equal representation; cunningly, this government has managed to successfully manipulate these minority laws and divided these Albanian communities into small political fragments-for better control, and eventual assimilation. This idea is to split the Albanian people into a political subdivision without a significant minority representation. In theory and practice, it has been working for the Montenegrin Government. Therefore, Albanians need to re-organize themselves in order to protect their national rights…. if they want and wish to preserve their ethnic heritage and protect their national rights!
FIRST, THESE POLITICAL MECHANISMS NEED TO BE ESTABLISHED IN TUZ, ULQIN, PLAV AND GUCI…THEN ALSO SUPPORTED BY THE ALBANIAN DIASPORA.

SKOPJE, Macedonia -- About 2,000 ethnic Albanians gathered in Skopje on Sunday (November 14th) to protest a population census scheduled for April. The demonstration was called by the opposition New Democracy party, headed by Imer Selmani. Demonstrators insist the census should be conducted in July to avoid, as they argued, "manipulation" of the number of Albanians in the country. A summer census would allow those working abroad to return and participate in the process. The government instead decided to hold it between April 1st and 15th. The Ethnic Albanian junior coalition partner Democratic Union for Integration voiced concern over Sunday's protest. (Makfax, A1, Alsat M, Sitel - 14/11/10)
